About 4SITE The 4SITE Group is a small, dynamic Nova Scotian company specializing in the provision of comprehensive planning, project management, development and environmental and earth sciences consulting services. Operating primarily in the Valley, South West Nova and South Shore areas, 4SITE specializes in the provision of consulting services to government, development community and private clients.
4SITE provides a full range of planning project management and environmental services through its offices in Halifax, Berwick and Yarmouth. The company’s principals are directly involved in all aspects of client service and oversee the activities of all technical and administrative support staff.
Formed in 1998, the company brings together the experiences and expertise of two established consulting companies, Resource Management and Consulting (RMAC) of Halifax and R. Hiltz Development Program Services (R.H.D.P.S.) of Yarmouth. Each member company has brought a distinct and complimentary level of skill and expertise to the 4SITE partnership. RMAC, and in particular its principal Chris Millier, provides significant expertise in all areas of planning and project management. Ridge Hiltz, principal of R.H.D.P.S. brings more than 20 years experience in the areas development administration and technical services. Together 4SITE is able to provide comprehensive and fully integrated planning, project management and environmental services to its clients.
In addition to providing the highest quality professional services, the company is committed to identifying and refining innovative ways to assist it’s clients in fulfilling their planning and development needs. The 4SITE Group has played an active role in a number of initiatives which have successfully allowed the transfer of functional and administrative services from public sector environments to the private sector. The result of this work has been the creation of streamlined processes, shortened response and approval times, an increased focus on client service and satisfaction and an overall reduction in the real cost of providing service to the public.

Within these primary areas 4SITE is able to provide a wide variety of services including: Environmental Planning and Land Sciences Municipal Planning Urban and Rural Planning Through relationships with qualified professional consultants 4SITE is also able to coordinate the provision of a number of aligned professional services including: 4SITE is unique among the consulting industry in its provision of custom services for municipal clients including contract based municipal planning and development control services. 4SITE's professional planning and development officer staff act as a full service Planning and Development Department on behalf of Towns and Rural Municipalities. 4SITE staff conduct regular "office hours", liase directly with municipal staff, councillors, and the public concerning all planning and development related matters. In addition, the 4SITE Group specializes in inter-municipal planning exercises and issue-based community planning and consultation programs.
Principals Two principals, Chris Millier and Ridge Hiltz, manage the 4SITE Group. Each principal is responsible for a distinct area of responsibility, Mr. Millier overseeing the planning and project management services and Mr. Hiltz overseeing the environmental, development control and administration services. Both share responsibilities for overall client satisfaction, business development and corporate management.
Millier and Hiltz have extensive experience in both the public and private sector having worked with municipal and provincial government prior to entering the private planning consultant practice. Both principals have in excess of 15 years experience in the planning and development administration and management field. A considerable amount of this experience has been directed towards planning and development control in rural setting/context within the province.
Chris Millier served as a municipal director of planning before assuming project management responsibilities with the Provincial Department of Housing. He has had the unique opportunity to work on both sides of the development “fence”. As a Director of Planning he was responsible for all aspects of planning and development control for a town of 8,500 residents. As a project manager he was responsible for obtaining all planning and development approvals for family housing, senior citizens complexes and fully serviced subdivisions constructed throughout the province.
Chris has also been very active in planning organizations, at the provincial, regional and national levels over a number of years serving as President of the Nova Scotia Association of Professional Planners, a councilor or the Atlantic Planners Institute and a provincial representative to the Canadian Institute of Planners. .
Ridge Hiltz has worked in the field of development control since 1980. His work has been primarily in the rural and small towns environment. He served as both a municipal and provincial development officer prior to commencing work in the private sector in 1994. Ridge has also been extremely active in professional organizations including the Nova Scotia Development Officers Association and is a strong supporter of ongoing professional training, education and accreditation. Ridge was one of the original group of individuals to be trained and accredited by the provincial Department of Environment as “Qualified Person 2/QP2” pursuant to the recent realignment of the province’s environmental approvals regime.

The company’s mission is to assist its clients in addressing their planning and development control needs by providing the highest quality, most cost-effective and appropriate professional services.
